Registration of gas documents: procedure for concluding a contract for gasification
At first glance, it seems that drawing up gas documents is the most difficult thing in providing your home with blue fuel. Indeed, the process takes a lot of time and requires care and patience.

What can be gasified?
In order not to waste time collecting documents, immediately consider the points Federal Law No. 69regulating which facilities can be gasified. These are houses with people living in them, construction projects that have not yet been put into operation, commercial and industrial buildings.
According to PP No. 549 This type of fuel cannot be connected to objects that are non-permanent buildings, that is, without a foundation, or to individual apartments in the house. That is, you will not be able to gasify an ordinary barn, sales tent, greenhouse, and so on.
Stages of collecting documents
Before you go to draw up documents, you need to find out who is listed as the owner of the gas pipeline to which you are going to connect.If this is a gas supply company, for example, Gorgaz, you should go to their office and obtain official permission to gas pipeline tie-in.
The situation is more complicated with individuals or a cooperative. If the rights of these persons are registered, you will need permission from them, preferably executed by a notary. Also, the consent of the main subscriber is attached to the connection application if the planned gas pipeline branch will pass through his land plot.
Approval usually takes place with the payment of compensation to the owner for the named amount or calculations of costs in accordance with the estimate and design documentation for gasification available to the owners.
After these documents are received, the registration procedure looks like this:
- Applying for technical specifications and receiving them.
- Drawing up project documentation.
- Submitting an application for concluding an agreement on connection to gas distribution networks.
- Drawing up a certificate of readiness for connection to a capital construction project.
- Actual joining steps.

In the process of registering gasification of a facility, one should be guided by the following laws and regulations:
- RF PP dated December 30, 2013 N 1314 “On approval of the Rules for connecting (technological connection) of capital construction projects to gas distribution networks”.
- Federal Law dated March 31, 1999 No. 69-FZ “On gas supply in the Russian Federation.”
- GOST R 54961-2012 “Gas distribution systems. Gas consumption networks."
- Civil Code of the Russian Federation, Federal Law No. 51.
- RF GD dated June 15, 2017 No. 713.

Registration of technical specifications
Technical specifications are a special document from the gas supply organization regulating the possibility and features of connection to the distribution supply network. On its basis, a gas supply project is being developed.
The paragraphs of the issued technical specifications are determined by the commission based on the throughput capacity of the supply branch and possible alternative sources of connection.
If the future subscriber does not have information about the body that draws up and approves the technical specifications, he can contact the local government authorities, which are required to provide this information within 5 working days.In small towns this is usually a single organization, so there should not be any problems with the search.
An application for technical specifications can be submitted directly at the resource supplier’s office or via the Internet on the website of the GRO of the local branch (be sure to check the exact address of the organization).
The applicant provides the following documents to obtain well-written technical specifications for gasification:
- the application itself, drawn up according to the established template;
- a copy of the identity card (passport) of the future subscriber;
- coordination with the tie-in from the owners of the gas pipeline;
- title deeds for the house;
- documents for construction projects being designed and not yet put into operation;
- situational plan;
- documents confirming authority, if a person acts on behalf of another person by agreement or power of attorney;
- a completed power assignment act (if there is such an agreement).
During the visit, an application is drawn up containing various information about the future owner of the gas line.
In addition to standard identification data, this is also the approximate time for putting the facility into operation if the application is submitted for a facility under construction, a technical calculation of hourly fuel consumption, reconnection data (if the gas distribution network facility is being changed), and in addition, information about the gasification program, if the subscriber participates in it and certificates of ownership if the network is being reconstructed.
At the same time, you can also ask to calculate your fee for technological connection to gas consumption networks. The calculation is made in accordance with methodological instructions, as well as standardized rates for connecting gas distribution systems.
After submitting the documents, the result will be known within 10 working days.
Refusal to issue technical specifications
If you have received a refusal to issue technical specifications and do not agree with it, you have the right to go to court to recover damages incurred and the obligation of the gas supply organization to develop such a document. However, in case of a motivated refusal, there is also a way out. The applicant may submit an application to the executive authority for inclusion in the gasification program with the technical possibility of connection. In this case, a copy of your application for the issuance of technical specifications and the refusal to provide them should also be attached to the standard set of documents.
The main reason for a motivated ban may be the inability to technologically connect your facility. However, if restrictions on connections are planned to be eliminated this year, technical specifications will still be issued to you.
What information does the technical specification contain?
The technical specifications received by the subscriber contain:
- characteristics and information about the connected object when connecting to another gas distribution network;
- data on hourly gas consumption on the connected branch;
- time frame for connecting the facility;
- validity period of issued specifications (usually 70 working days);
- connection address;
- materials of the gas main branch into which the tie-in is performed;
- method of laying a gas pipeline in a given area;
- system parameters;
- place for insertion.
In addition, the specifications may also include recommendations for designing a gas supply system for a specific facility.
We draw up a gas supply project
After drawing up the specifications, a gas supply project should be developed. This is an expensive procedure and there are 2 options for its development. You can either contact a resource supply organization or a private company. The first option will be cheaper, the second - faster.
Be careful, if you want to draw up a project with the help of a private company, it must be a member of self-regulatory organizations and have the appropriate license.
To complete the project you will need:
- a situational site plan issued by the local government;
- specifications you received;
- house plan indicating the location of gas-using equipment;
- gas-using appliances planned for installation (passports for them), if they have already been purchased;
- geological research;
- measurements of distances between structures and communications on the site;
- measurements of premises on site.
Again, you should check directly with the organization for a complete list of documents and necessary research.
Be sure to enter into an agreement with the company involved in drawing up and developing the project, and keep a copy and original of this document.
The gas supply project includes complex technical calculations for gas consumption to supply connected equipment. These surveys are carried out first. Then the specialist will plan gas transportation along the site from the tie-in point to the house.
In general, the developed plan includes the following information:
- full floor plan of the house in section;
- schematic representation of the network from the connection point to gas-using appliances;
- points of assembly node connections;
- expert advice and recommendations;
- materials and equipment.
Often, approval lasts for more than one week and the resource supplying organization can cancel development if it does not comply with current standards and operational features of gasification.
Gas connection agreement
The gas connection agreement is the next stage. It follows the procedure established by the Civil Code of the Russian Federation.
The application must contain the following information:
- Subscriber's full name.
- Information from the passport (series, number, when and by whom it was issued).
- Postal address and contact phone number.
- Location of the object.
- All data on the timing of putting the house into operation (if not commissioned).
- Hourly gas consumption (according to calculations).
- Specifications number and date of issue.
An application for gasification can be submitted online on the GRO website, to the MFC, or sent by regular mail. At the same time, if you deliver the application using the post office, you should make an inventory of the attachment.

The term for concluding the contract depends on your distance from the place of insertion into the gas duct. So, in 5 days the issue is resolved if the highway passes through your site, 30 days - for subscribers of categories 2 and 3, 15 days for all other categories. The agreement will be drawn up in 2 copies.
The connection of the gas pipe occurs after submitting the appropriate application to Gorgaz. After installing pipes into the house and connecting gas-using equipment, an employee of the resource supply company will be sent to you to check that all technical nuances are being followed.
The procedure takes approximately a month. During this time, everything will be checked, your metering devices will be sealed, a gas supply agreement will be provided, detailed instructions on safety and equipment use will be provided, and all devices will be put into operation.
What is a collective application?
Everything is not always as simple as it seems.If the nearest gas main is not capable of receiving new subscribers in terms of capacity or is located further than 200 meters from the house, the cost of a bypass and a single connection will be simply exorbitant.
This problem is especially often encountered in remote settlements where the general gasification program has not yet been implemented at all.
In this case, when several objects wish to supply gas, a request for the development of specifications and a connection agreement can be in the form of a collective application for a technological gas connection. It is enough to simply join together in a non-profit partnership. In this case, one representative can act on behalf of all residents.
However, the specifics of gasification of a particular subject of the Russian Federation and the package of necessary documents should be agreed upon with the resource supplying organization; again, it may vary taking into account the characteristics of the area and the distance of the gas pipeline.
Subsidies for certain categories of citizens
When carrying out the process of gas supply to a house or apartment, some categories of citizens can count on a little help from the state.
However, at the general level, no subsidy is officially established. Regional authorities of individual regions of the country themselves establish the amount of assistance to the poor, large families, disabled people, and so on.
The help in some cases is quite significant. For example, in Lipetsk, low-income families can count on 50% assistance in compensating the costs of connecting blue fuel.
Therefore, be sure to check with the social security authorities of your city what support measures are in place in your region.
