Gas connection benefits for large families: specifics and rules for applying for preferential conditions

What kind of family is considered to have many children?
The most important thing is to immediately determine who fits this category. In most regions, these are families of 3 or more children who are dependent parents, but in some regions of the Russian Federation this bar may be higher.
The status is given with certain conditions:
- The father or mother (adoptive parents) should not be deprived of parental rights or avoid raising their offspring in any way;
- At least one parent with whom the children are registered must have Russian citizenship and should not be granted refugee status;
- All children must live together and be registered in the same territory with their parents (at least one of them);
- Each child must be dependent on at least one parent and unmarried;
- Up to 3 (or more, depending on the region) children are alive and not in prison.
When a child reaches adulthood, a family most often retains the status of 3 children, even if one or more of them serve in the army, study at school or other educational institutions.
But this is not the case in all regions and the age limit varies at the local level. The family will have to clarify this point with the social welfare department located in the region at your actual place of residence, according to your registration.
How to apply for status with many children?

The following supporting documents must be provided to social security at your place of residence:
- Passports of family members (including both parents and children who received this document).

- Certificate of family composition (usually issued by the city administration or village council).
- Photos of the person in whose name the ID is issued in 3x4 format.
- Certificate of marriage registration (or divorce).
- For children in the age bracket that has the status of majority in different regions (16-18 years old), confirming certificates from the place of study, from the place of military service.
The original documents will be returned to you after review, with photocopies made of them. On average, the procedure from filing an application to a decision takes up to 30 working days.
Gas connection benefits
The country's general social guarantees for all large families are regulated in accordance with the Criminal Code of the Russian Federation dated May 5, 1992 N 431. In all other regulations, assistance measures are left to regional discretion.
Thus, the Federal Law of March 31, 1999 N 69-FZ (as amended on July 26, 2019) “On Gas Supply in the Russian Federation,” namely Article 24, states that compensation to low-income citizens and their list by category is determined by individual regulations subjects of the Russian Federation, that is, territorial units.
But, again, as already said, help in provision of main supply voluntarily normalized and formed in size at the regional level.
For example, in Law No. 259-OZ of the city of Lipetsk and the region dated March 27, 2009, low-income people have the right to compensation assistance in the amount of 50% of the cost of gasification of a private house or apartment for large families.
In some cities, this is, again, a 50 percent payment, but not exceeding 20-35 thousand rubles. And similar benefits with differences in funding amounts apply in a number of other regions. However, unfortunately, not in all of them.You can find out whether such support is available in the region in which you live on the social security website or at its branch, as well as at the MFC.
Let us immediately note that the discount most often does not apply to the purchase of in-house gas equipment and equipment: boilers, stoves, gas pipes for laying internal branches, shut-off valves, gas hoses for temporary connection, for purchase and installation of gas meters.
If the answer is positive, the family must meet the following criteria:
- To have many children, i.e. with a certificate confirming your status;
- Meet the parameters of the poor;
- Own officially registered real estate. The property must be owned by applicants and built in an area where there is already a gas pipeline or where it is planned to be put into operation within the next year. The applicant must be registered in the property that is gasifying;
- Previously did not receive assistance in gasification under this article;
- Live in a region that provides assistance in gasification of buildings to large families.
It is very important to have a complete package of necessary documents with you. As a rule, these are originals; copies will be made on site.
Before submitting an application for government support, it is worth clarifying exactly what documents should be presented in advance, but usually these are:
- Application written according to the form given to you (can be filled out on the spot);
- Document confirming the identity of the applicant (passport);
- Birth certificates of all children for whom a certificate of large families was issued;
- Certificate of a large family;
- Extracts/certificates from the place of study of children, military service upon conscription (if they pass and study);
- Certificate about the composition of your family;
- Bank statement (with a report on family income for 3 months);
- Contracts with organizations on gasification work performed and work acceptance certificates, as well as payment receipts;
- Bank statement with the applicant's personal account.
A refusal to partially compensate for the benefits spent may be made if the documents provided raise doubts.
You will also not receive help if you are deprived of the status of having many children and for other reasons that violate the procedure for providing state support.
You should not expect that the governing bodies will provide you with automatic support. This is a common mistake; inaction will lead nowhere. Without delay, go in person or call the social security authorities or the MFC to clarify the feasibility of collecting documents for compensation for gasification.
Support measures for gasification issues
Even if your region has not developed a gas connection benefit program for large families, you are entitled to a special discount.
We look at Decree of the President of the Russian Federation of May 5, 1992 N 431 “On measures for social support of large families”, paragraph 1, point “b”. It states that families recognized as having many children are entitled to a discount on gas use.
In this case, the amount of the discount is set by self-government bodies, but it cannot be lower than 30%. In some regions of the Russian Federation, for each subsequent child after 3, the discount increases. Again, its exact size should be clarified with social security.
For example, if you have consumed 100 cubic meters of gas in a month, at a cost of 6 rubles per cubic meter, you will have to pay 600 rubles, and subsequently 180 rubles will be returned to your card if the discount is 30%.
In order to qualify for a discount, you must provide the following package of documents to the social security authorities:
- Identity card (usually a passport);
- Certificate of a large family;
- Last paid receipt;
- Application form (can be written on the spot);
- Certificates certifying the status of students and military personnel.
Be careful, the benefit is provided based on the number of members of a large family registered in the house and is not issued if there is a debt to pay for gas for any period.
